Carroll County/Hillsville Clean Up May 2008

For delivery of cleanup items to the Regional Landfill and the Cana Collection Site for FREE disposal on Saturday May 3, 10, 17, or 24 from 8am until 4:30 pm.

Also the Historical Society will be having their History Session this month on Saturday April 12 at 7pm.  An in character reading of Civil War Letters will be presented at the Historic Carroll County Courthouse.  Admission is free.  The narrative is a sad one, but the portrayal is history.  It reflects the deprivation wrought by the war on the civilian population of Carroll County.  Please go to this link and scroll down for the History Session info.

SCHOOL BOARD PRESENTS 2008/09 BUDGET Monday April 7 at 6pm

The CC School Board will be presenting the proposed 2008/09 budget to the BOS.  The CC School Board is requesting level funding from the county and is providing increased services.   You can access the proposed budget using the School Board link provided above.

The BOS appointed themselves as PSA members.  

BOS (Board of Supervisors) Meeting Monday April 14 at 4pm 

From what I understand this will be the regularly scheduled meeting time - the second Monday of the month with the PSA meeting preceding the BOS meeting.  Please try to attend.

There will be several public hearings held during this meeting.  One will be about the proposal for staggered terms for the BOS.  There were proposals and plans for the county to move forward from the last BOS that are dead in the water because there is very little continuity between boards.  Our current system in reality encourages dissension and inaction.  All the opposition to a proposal has to do is be an obstructionist (that sounds familiar to anyone who attends Airport Commission meetings) and/or encourage “putting off” any action.   Put it off long enough, for example the Subdivision Ordinance, and nothing gets done for 4 years - then you have a new board and another opportunity for postponing any action.  Not the most efficient way of running a business and certainly not an efficient way to run a county.

The new proposed Subdivision Ordinance was distributed during the March PC meeting. The regular PC meeting is at 7pm but when they work on a special project ie the Subdivision Ordinance (SO), Comprehensive Plan, E&S Plan (all required by the State of VA)  they start the meeting at 6pm.  You can call the County Administrators Office to find out 276-730-3001 or 276-730-3004 . 

Hopefully this month the new appointments will finally be made for all the commissions/authorities that have been advertised and some actual work get done.  

AIRPORT COMMISSION (AIRPORT TERMINAL) Thursday April 24 at 6:30pm

Some questions that were asked last month were:  

Is there a code of conduct for Airport Commission members?

No code exits for responsibility of AC members.  That might be something worth pursuing.

What are the criteria for the localities to participate especially if they are unable or unwilling to contribute financially to the airport?

The airport charter does not address this.  A reasonable solution would be to rewrite the charter to address these problematic issues.

A dynamic airport near an interstate could be a great engine for economic development.

Dear Folks,

I was out of town for several meetings in February.  I read with interest the comments on the reassessments made in the newspapers.  I did attend the PC meeting and the AC meeting in February.  You might read under those headings for my slant on those.

Most folks probably have read this in the newspapers but it begs being repeated - the tax rate for this year has not been set yet.   The county is required by law to have a public hearing if the tax money coming in increases more than 1% after a reassessment.  The figure I’ve heard for the new tax rate, to meet the requirement for no public hearing, is 51 cents per hundred.  Again, this rate is not set yet, that will be done in May/June if I remember correctly.  Also a reassessment is required by the State of Virginia - property is to be assessed at fair market value - this requirement standardizes the base for localities when comparing tax rates.

Hopefully this month the new appointments will be made for all the commissions/authorities that have been advertised.   There was some talk in the February PC meeting about the SO.  Cornwell, the County Attorney, pointed out 15.2-2245(5) in the Code of Virginia.  He mentioned that any other locality he has worked with require a screening for plats by the Subdivision Agent or PC before they are recorded.  If you want to read it just type in Google “Code of Virginia” and the “code number” and it comes right up.  The purpose of this is to make sure plats being recorded are not unapproved subdivisions. 

AIRPORT COMMISSION (AIRPORT TERMINAL) Thursday March 27 at 6:30pm

A surprise during the Feb AC meeting, Lynn Layher submitted his letter of resignation.  He has been an enthusiastic and very capable manager.  He will be missed.

Some AC members showed legitimate frustration with the above situation.  The airport has had 4 managers and 5 transitions in the past year.  Not good.  How can the airport move forward when in a constant state of transition?  Rick Boucher, as well as many other government officials, have stated how important regional airports are for economic development. 

Some questions that should be asked here - What are the criteria for the localities to participate especially if they are unable or unwilling to contribute financially to the airport?  Is there a code of conduct for Airport Commission members?

A good development that has been mentioned/advertised in the newspapers is that the board is taking applications for openings on 6 commission/authorities.  I hope folks have noticed and applied.  The deadline had been extended until the end of the day on Monday February 4.  I am sending the link.  Please help our community by getting involved - we need folks on these boards with some expertise in the fields and the willingness to make decisions based on facts and information.

Cornwell, Jr. from Sands Anderson Marks & Miller.  The county has used this firm before.  There are differing opinions on the past performance of this firm.

Here is the link to the offensive signs placed in our community by Tommy Brown (of Kanawha Valley VA and Charlotte NC), my opposition’s largest financial supporter.  These signs were up for 2 months clearly visible from Route 58 – the most traveled East West route in southern Virginia.
